Regular landline phone numbers in Buenos Aires consist of the city code (11), followed by an 8-digit number.

Cell phone numbers consist of the code (15), followed by an 8-digit number.
Example: 15.1234.5678.
To call a landline in Argentina from outside the country, dial the country code (54), followed by the entire phone number with city code.
Example: 54.11.1234.5678.
To call a cell phone in Argentina from outside the country, dial the country code (54), followed by the number (9), followed by the city code (11), and then the 8-digit number.
Example: 54.9.11.1234.5678.
To make either international calls or calls to local cell phones from a Buenos Aires landline with limited service, buy an “Habla Más” card from your nearest kiosko, login to the service and then dial as if you are making a normal international call. This means that if you are trying to call a Buenos Aires cell phone with the “Habla Más” card, you will need to dial the cell phone as if you are calling from outside of the country as described above.
